Extract AppAPI auth and OCS preferences from CheckDNS.

Publish gonexapp v1 with Credentials, OCSClient, and parameterized AppAPIPreferences so ExApps share Nextcloud ExApp plumbing per ADR 0013. Co-authored-by: Cursor <cursoragent@cursor.com>
