Konrad NeitzelandCursor 4f1a35dedb Add a CAA typed record builder for RFC 8659. 
CheckDNS needs this so domain files with CAA records can be reconciled instead of failing the zone check.

Konrad NeitzelandCursor 7055eac0ae Implement AXFR over TCP and RFC 2136 UPDATE with caller TSIG. 
Callers get a session API, typed RR builders, and BIND testcontainer proof so CheckDNS can stay off the DNS wire.
